HOUSE CONCURRENT RESOLUTION NO. 47

Designating April thirtieth literacy day in West Virginia.

Whereas, The most fundamentally important skill to be learned in this state and country that affords persons a means to improve their lives in every respect, is the skill to read, write and use the English language; and
Whereas, Greater emphasis needs to be focused on the vital importance of literacy in this state and the United States, especially as we enter into a phase in our country and state of increasingly major trends of immigration from Hispanic speaking individuals and other nonEnglish speaking immigrants who will need to learn English in order to successfully assimilate in this country and state; and
Whereas, Too many of our own residents, including large numbers of children whose futures are still before them, have inadequate skills in reading, writing and using the English language and the potential to improve their lives would be greatly enhanced if they were made more fully aware of the importance of literacy skills to their social and occupational lives, as well as to the prospect of improving their standard of living in the future; therefore, be it
Resolved by the Legislature of West Virginia:
That this April 30th and each April 30th thereafter, shall be designated "Literacy Day" in which the virtues and advantages of becoming adept at reading, writing and using the English language shall be emphasized to the residents of this state.
